The 9th Tibetan King Pude Gungyal introduced this Losar festival by merging the incense-burning custom of the Bon religion and the harvest festival as the Annual Losar Festival.

This Losar festival was in prominence before the Buddhist era but in the 17th century, this festival was adopted by King Pude Gungyal.
