Government Caps Domestic Airfares After IndiGo Crisis

India’s aviation sector has been under severe pressure this week as IndiGo’s operational crisis led to hundreds of flight cancellations and reduced capacity across major routes. With fewer flights available, domestic airfares shot up dramatically, leaving passengers frustrated and unsure about travel plans. Responding to this emergency situation, the Ministry of Civil Aviation has imposed strict maximum fare caps on all domestic flights to protect travellers from unreasonable pricing.

The government said the move is temporary but essential to restore stability in the aviation market and prevent airlines from taking advantage of supply shortages.

Why the Government Stepped In

IndiGo, India’s largest airline, has been dealing with an unprecedented disruption that resulted in:

  • Several days of large-scale cancellations
  • Sharp drop in operational capacity
  • Increased passenger demand concentrated on fewer available flights
  • Airfares rising sharply on popular sectors like Delhi–Mumbai, Bengaluru–Delhi and Kolkata–Guwahati

With many routes suddenly showing fare spikes of 50–100 percent, the government called the situation a public interest concern. Officials said that extraordinary circumstances required immediate regulatory action to safeguard consumers.

New Domestic Fare Caps Announced

The Ministry of Civil Aviation has now fixed maximum base fares (excluding UDF, PSF and taxes) for all domestic flights. Airlines cannot charge beyond these limits under any circumstance.

Updated Maximum Fare Bands:

  • Flights up to 500 km: ₹7,500
  • Flights between 500 and 1,000 km: ₹12,000
  • Flights between 1,000 and 1,500 km: ₹15,000
  • Flights above 1,500 km: ₹18,000

These caps apply only to economy-class fares for regular domestic flights.

Exemptions:

  • Business class fares
  • UDAN regional flights, which operate under a separate government-regulated pricing framework

Caps Apply to All Booking Platforms Without Exception

To ensure transparency and prevent fare manipulation, the government has made it clear that the new fare caps are binding on:

  • Airline websites
  • Mobile apps
  • Online travel agencies (OTAs)
  • Meta-search platforms
  • Offline travel agents

No booking system is allowed to list prices that exceed the limits. The ministry added that enforcement teams will monitor compliance and take action against violations.

The fare caps will continue until the market stabilises or until the next government review.

Airlines Instructed to Maintain Seat Inventory Across All Fare Buckets

Another concern raised by the ministry was airlines restricting lower-fare inventory to push up the average ticket price. To address this, airlines have been instructed to:

  • Keep seats available across all fare buckets
  • Avoid closing lower-fare categories artificially
  • Increase flight capacity on high-demand routes whenever feasible
  • Ensure smooth ticket availability across cities affected by the IndiGo crisis

The government believes these steps will ensure fair pricing and prevent exploitation of passengers during the disruption.

The fare cap is expected to bring significant relief to:

  • Last-minute travellers
  • Business commuters
  • Students
  • Families dealing with cancellations
  • Passengers travelling during the peak holiday season

Once the aviation market returns to normal capacity and fare volatility reduces, the government may reassess the fare cap or withdraw it entirely.
