India has opened a new chapter in its tourism ties with Russia. During the 23rd India–Russia Annual Summit in New Delhi, Prime Minister Narendra Modi announced that Russian citizens will soon be able to access a free 30-day e-tourist visa as well as a 30-day group tourist visa. The decision was revealed during Russian President Vladimir Putin’s state visit to India on 4–5 December 2025.
This move is expected to significantly increase tourism between the two countries and make India more accessible for Russian holidaymakers, winter travellers, and long-stay cultural visitors.
A Major Step Toward Easier India Travel for Russians
Speaking at the joint press meeting, PM Modi said the upcoming free e-tourist visa reflects India’s intent to strengthen people-to-people ties and promote easier, quicker travel. The announcement comes at a time when both nations are expanding cooperation across new sectors, from education to maritime training.
The decision builds on the shift toward simplified visa procedures. India and Russia have already been working on mutual e-visa systems, and both sides confirmed their commitment to further easing travel rules in the coming years.
Strong Diplomatic Backing for Tourism Growth
The summit marked 25 years of the India–Russia Strategic Partnership. Leaders reviewed progress across key areas including trade, defence, science, culture and education. With trust and long-standing collaboration at the center of the relationship, tourism is now set to become a stronger pillar of bilateral engagement.
For the travel industry, the free 30-day e-visa is expected to:
- Encourage more Russian tourists to explore India
- Support winter-sun travel to destinations like Goa, Kerala, Rajasthan and the Himalayas
- Boost cultural exchange and festival tourism
- Strengthen group travel, study programs and wellness tourism
Cultural and Educational Exchange to Grow Further
The summit also highlighted rising cultural and academic connections. Both countries praised joint efforts in film production, festival participation, literary events and student mobility. PM Modi noted recent Indian initiatives in Russia, such as the opening of two new Indian consulates and the public display of sacred Buddhist relics that drew large crowds.
With easier visas, India expects more Russian students, artists and cultural delegations to travel, study and collaborate across Indian cities.
What This Means for Travellers
For Russian tourists, the upcoming visa change removes one of the biggest hurdles to visiting India. Once implemented, travellers will be able to apply online and enter India visa-free for up to 30 days.
This shift also positions India as a more competitive destination in the global tourism market, especially during 2025–2026 when inbound travel to Asia is set to grow rapidly.
